The issue of loose dogs in our neighborhoods is not a recent development. We all know this, and we have all been affected in one way or another. The city has introduced measures to relieve citizens of loose dogs in their community. Measures like improving the adoption process and neuter/spade requirements. Whereas fines sound like a solution, only responsible owners will likely pay to have their family member returned. But fines for other owners are not overall effective. The fines are judged by municipal courts. These courts are overwhelmed with other municipal cases. This approach only shifts the burden to these courts. A more realistic approach must be taken to provide a worthy solution.
